The function of public health laboratory is to effectively carry out disease prevention and control, emergency response to public health emergencies, epidemic and health-related information management, monitoring and control of health hazard factors, laboratory testing and evaluation, health education and promotion, technical guidance and application research.
CDC laboratory consists of National center, provincial center, local center and county Center in terms of structure. The laboratory mainly includes physical & chemical, microbiological and clinical research laboratories.
The design and construction shall comply with the Guidance of the National Health Commission on the Construction of Provincial, Local and County level Disease Control and Prevention Center laboratory.

Notes on the Construction of CDC Laboratory
1、The construction of the CDC laboratory must comply with the prevailing national laws and regulations. It must follow the actual situation of local disease control and prevention and correctly handle the relationship between the current situation and development, requirements and possibilities. We must determine the laboratory construction scale based on the principle of “scientific, reasonable, practical and economical”. We have to consider the number of served population, services provided and demands, together with the local economic development level and health planning so as to meet the basic functions and show the characteristics of standardization, intelligence and humanity. We must also consider the needs of future development.
2、The central air-conditioning system that can cause air exchange between different laboratories shall not be used in the laboratory building. Independent fresh air, return air and exhaust/ventilation system shall be used for laboratories with different requirements on cleanliness, temperature, humidity and pressure. The exhaust system of the laboratory fume hood shall be set separately, that is, one fume hood, one pipe and one fan system. It shall not share the air duct and it is not allowed to use the fire-fighting duct. The hidden side air inlet/outlet shall be reserved on the outer wall of the experimental room.
3、The new CDC laboratory shall conform to the overall planning of local construction and its site shall meet the following requirements: make full use of urban infrastructure, have a regular terrain and convenient transportation, avoid drinking water source protection area, keep away from chemical, biological, noise, vibration, strong electromagnetic pollution sources and flammable/explosive places.
4、Experimental rooms shall be separately from other functional rooms such as offices and different types of laboratory buildings shall be set up independently with reasonable zones. The laboratory building shall be in the upwind direction of the minimum wind frequency.
5、If different types of experimental rooms are in one building, the vertical layout shall be arranged from top to bottom according to the order of toxicology (incl. animal laboratory), physical & chemical and microbiological laboratories. If the business, experimental, administrative and security rooms are in one building, the experimental room shall be on the top of the building. Each floor shall have a central corridor. The experimental area is located at one end of the floor and other areas such as vertical passage and laboratory personnel office/living area are located at the other end of the floor. Auxiliary rooms related to the experiment can be placed between the two areas.
